The corrupt and pompous Prime Minister of Little Tokyo. Openly homosexual, and likes cross dressing. He fist became the leader of the ninja crows fifteen years prior to the events of the series. Seeking his fortune, he wandered through the forest, where he came across the ninja crows previous hideout, where a group of them were gathered around their unconscious master; Jerry Attrick. Stumbling forwards, Seymour accidentally landed on top of the old bird, and their lips connected. Jerry awoke, in a slight parody of Snow White. Seymour had earned the Ninja Crow's trust and respect.

The Big Cheese is the main villain of the series. He runs the ninja crow operations from behind the scenes, as the head of their organisation. He uses his position as Prime Minister to cover up his wicked plans.

The Big Cheese has a very nasty temper. When he gets royally angry (which happens pretty much every episode) he literally blows up. Anyone who happens to be in the room at the time of these fits usually gets caught in the blast.

'How dare they cancel my favourite soap opera!'

Seymour rarely takes part in the crimes himself; however, he has on occasion lead from the front in a manner of speaking. On these occasions he wears a mask to hide his face. Though the pizza cats seem to be able to see through it easily enough.

'Doh! How did you know it was me?'

His Japanese name seems to come from the 'Koon' noise that a fox makes. In Japanese folklore foxes are sometimes evil, but always cunning and intelligent. In the English version, he was changed to a rat, which is a better known adversary of cats.
